We have often very hot days after the first day of fall according to the lunar calendar (around Aug. 7) in japan.
We call it lingering summer heat.
The message on this banner is an idiomatic expression when we write mail politely to someone after that day.

Special banner for the golden week.
We have continuous holidays called the golden week from Apr.29 to May 5 except Apr.30.
Many janapese go to sightseeing spots during this holidays.
